When either condition below is met:
  1. With terminal IG1 10 V or more, data output from skid control ECU is completed, and output continues for 5 seconds or more
  2. With terminal IG1 10 V or more, bus off condition occurs one time or more within 100 msec., and this occurs 10 times in a row.
